“ADB assistance key for success of new education policy framework”
The Asian Development Bank (ADB) is one of the key multilateral agencies the government would like to engage with when they come out with the specific projects and programs with regard to the new education policy framework, M. N. Ranasinghe, Secretary, Ministry of Education told the Serendipity Knowledge Progra (SKOP) held in Colombo yesterday.
A new education policy framework has been formulated with the participation of almost all the key stakeholders in the system such as the government, private sector and stakeholders representing all other relevant sectors, he said.
“The Cabinet Subcommittee chaired by the President directed the expert committee to finalise this policy framework. That has now been approved by the Cabinet of ministers and yet to be approved by the parliament. This exercise covered general, technical & vocational and higher education. There are so many unwanted elements embedded in this system. This policy framework tried its level best to identify specifically the gaps remaining in various components and how we can make it relevant in terms of the current and future requirements of the stakeholders.
We considered sustainable development goals and to what extent we were able to reach these goals in the last couple of decades and the way forward and how we can realise our education sector performance for the satisfaction of all the key players involved in this process. Now we have come to a level where we are almost aware of the policy and guidelines,” he said. Year 2024 will have to be dedicated for the structural changes that are required by agency level and organisation level including the legal reforms that are essential to execute the policy framework.
Therefore the Ministry of Education is taking steps to identify changes in the key legislation agency wise and ministry wise to implement this policy framework, Ranasinghe said.
