“NPP election manifesto will be incorporated into Constitution”

National People’s Power (NPP) Executive Committee member and leader of the Badulla District candidate team Samantha Vidyaratne said that those who entered Parliament from one party often switch their allegiance afterwards for perks and privileges.

He was speaking at a public meeting held by the NPP in Meegahakivula on November 2. Vidyaratne said that this caused a massive loss to the people who voted for them. “We aim to bring necessary legal reforms to change this situation.”

He said that his government would take steps to incorporate the election manifesto into the Constitution, making it legally binding.

Despite 70 years of governance in this country, the Badulla District lacks a major town in Viyaluwa and Uva-Paranagama constituencies. He further stated that under the NPP government, two main towns will be developed for these constituencies.

A large crowd, including NPP candidates such as Dinidu Hennayake along with local businesspeople and intellectuals participated in the meeting led by Vidyaratne.

Addressing the audience further, Vidyaratne said:

“Every party comes to power with an appealing manifesto full of promises. However, for the past 70 years, no one has actually worked in accordance with their manifesto once in power. Instead, they operate within their own framework, forgetting their promises. Under our government, the policies in our manifesto will be included in the Constitution, thus making them law. After that, no one will be able to work outside of it, and if they do, people will have the right to file lawsuits. We will start this process under our government.”

“The Viyaluwa constituency has historically been held by leaders who held top ministerial posts. Yet today, three out of the ten poorest divisional secretariats in the country are in this constituency, which shows how little has been done for it. However, after our victory in this election, we expect to bring rapid development not only to this constituency but to other areas in the Badulla District as well.

“None of the constituencies in the Badulla District, including Uva-Paranagama and Viyaluwa, have even one major town. Therefore, we plan to select Uva-Paranagama and Meegahakiula as key economic centres and provide them with the essential infrastructure required for a main town. Committees have already been established at both the district and national levels to implement this.

“The Uma Oya and Badulu Oya flow through Viyaluwa, yet no one has properly utilized this water. If we manage this water effectively, it would not only benefit the region, but also develop the surrounding areas. We will initiate this project promptly.

“Viyaluwa is a significant pepper-producing region. However, pepper farmers do not receive a fair price for their produce. Currently, white pepper fetches around Rs. 8,000 per kilogram in the market, yet no one is conducting business with it properly. We will quickly provide the necessary knowledge and infrastructure to empower pepper farmers through a special programme.”
